Yes, a woman can certainly beat a man in a fight. there have been many recorded instances where a woman had whooped a man's ass in a one-on-one fight. you can find many such fights on YouTube.
In 2006, A 51-year-old emergency room nurse named Susan Kuhnhausen was attacked by a hitman hired by her husband. After a grueling half-hour fight, Susan ended up overpowering and killing the hitman with her bare hands. While she was choking the hitman, she offered him to get an ambulance only if he would tell her who hired him but he didn't say anything -- she silenced him forever (not intentionally). The nurse was uncommonly strong and very big at 252 lb. (114 kg).
They say size matters -- it certainly does in fights. On average women are around 15% smaller than men -- they weigh around 15% lighter. But they are also on average around 5 inches shorter than men. This means if you are a woman, the chances are that you are smaller than the average man -- but you could also be larger -- it depends.
Where strength is concerned women are overall only 25% as strong as men. This is because women have comparatively more body fat than men, and fat doesn't lend to strength, only muscles do.
But this doesn't mean that an individual woman cannot be stronger than an individual man. if you take the lower-than-average strength man and a higher-than-average strength woman, the result might be that the woman is the stronger one. Yes, men on average are stronger than women but there are plenty of women who are stronger than plenty of men.

But strength isn't the only factor in a fight. Skill is even more valuable than strength or size in a fight. Suppose strength and size are weapons -- even after you have weapons you have to know how to use them, don't you? if you have a bigger weapon, you might have a better chance to win a fight but a person with a smaller weapon but more skillful could still beat you. but there is obviously a limit to it -- a person with a shaving razor might find it hard to face off with a man holding a katana.
Any person who is familiar with fighting or a pure fighting sport like MMA knows that skill is more important than strength in a fight. you can only fight if you know how to fight. Now most people have some instinct about fighting even without any training. but women on average are certainly less knowledgeable about fighting science.
Women on average are less interested in fighting thus they have less knowledge about it. Though with the advent of MMA and female fighters, things are changing, girls are becoming more interested in fighting skills.
The bottom line is that an average woman would have little chance of winning a fight against an average man, but a woman trained in MMA would decimate most men in a fight. MMA fighters are walking, talking, and fighting machines.
Another important thing to note is that most men aren't even as strong and tough as women think about them. Besides men have external genitals and that is an extremely vulnerable spot and the biggest disadvantage over women. A woman can certainly exploit that to her advantage in a fight.
